EU deal delays AI Act high-risk rules to December 2027 and August 2028 and extends SME relief to small mid-caps

EU Information Technology Communication Services Health Care

What happened

EU governments and the European Parliament provisionally agreed changes to the AI Act as part of the bloc's simplification drive. Obligations for stand-alone high-risk AI systems now apply from December 2, 2027, and for high-risk AI embedded in products from August 2, 2028. Exemptions for SMEs are extended to small mid-cap companies, the deadline for national AI sandboxes moves to August 2, 2027, and a new ban covers AI-generated non-consensual sexual content and child sexual abuse material. The grace period for labelling AI-generated content is cut to three months, to December 2, 2026.

Why it matters for listed companies

The delay gives European software and industrial groups that build AI into their products, such as SAP, Siemens and Dassault Systèmes, as well as medical-device makers, more time and lower near-term compliance spending, and reduces the risk of products being held back from the EU market. Mid-sized listed technology companies gain from the extension of SME-style relief. The direct earnings effect is modest; the main effect is a longer runway and more regulatory certainty.
