The Department of Energy announced a conditional commitment to lend Vistra up to $4.2 billion for uprates and modernisation at Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio. The work is planned to add 433 MW of nuclear generation and keep about 4 GW of existing output running in the PJM grid region, with operation for 20 years beyond current licences. The agreement carries an option to finance uprates at Comanche Peak in Texas. Vistra must still meet technical, legal, environmental and financial conditions. Its shares rose 10.8% on October 6.
Why it matters for listed companies
Federal credit lowers Vistra's cost of financing work that it would otherwise fund in the bond market, where yields are at 24-year highs. The plants sell into PJM, the grid where data-centre demand has pushed up power and capacity prices, so extra megawatts from existing sites reach the market without building a new plant. Uprate applications are planned for 2029-2032, so the added output is years away. The loan came the same week as Google's 20-year contract with Constellation for 890 MW, a second sign of public and private money going into existing US reactors. Reactor-service contractors and nuclear fuel suppliers are the businesses that earn from the spending.

The advance was narrow: the report notes only about 25% of S&P 500 companies were trading above their 50-day average, and smaller companies fell on the day. Index gains are coming from AI chipmakers and from power…

The money: Constellation puts more than $4.3 billion into the uprates, backed by a 20-year contracted buyer, and Google secures 3,590 MW in total across the two agreements; the price of the power was not disclosed. For…
The finance angle is the cost of permission to build. $1 billion over five years is small beside the capital Amazon spends on AI infrastructure, but the $68 billion of blocked projects shows where the constraint now…
